Because it's a comedy to 8:2 ratio. It's extremely difficult for a viewer to commit to a parodic show. Gintama is my favorite too but don't forget that over-the-top comedies are a niche category themselves.

Well, Gintama is very entertaining and has like 4 or 5 boring episodes, the fact that it has had all these episodes and almost all of them turn out to he worth watching and entertain the viewers is probably what made them rank it so high.

• Gintama clearly has all the characteristics of the most amazing and popular anime such as great comedy (no one can argue this), epic fighting scenes, fun/interesting characters, deep quotes, a good plot, high quality animation in important moments (especially towards the end), lots of character development and epic music.

• Gintama tells story about a samurai called Sakata Gintoki who runs yorozuya that consist of two members, Shimura Shinpachi; a young megane boy whose role here is delivering punchline; and Kagura, a member of universe’s strongest fighter clan – Yato at Edo town that has been conquered by aliens, here they called Amanto.

• The strongest positive point in gintama is it's comedy, gintama is not like any other anime, unlike normal anime It makes fun of the most popular series like one piece or dragon ball, even tho they used it often it never gets old, gintama knows how to entertain it's watcher and it does it really good.
